Psychological operations—PSYOPs—are often painted as shadowy mind-control tools wielded by a secret cabal. Reality is less cinematic but far more interesting. PSYOPs are deliberate efforts to influence the beliefs, emotions, or behaviours of target audiences. They are planned, measurable, and bureaucratically codified—but that doesn’t make them benign, nor do they naturally uphold transparency or democratic norms.

The US Department of Defense defines PSYOPs as operations “to convey selected information and indicators to foreign audiences to influence their emotions, motives, objective reasoning, and ultimately their behavior”. This definition is precise but neutral: it says what the practice is, not whether it is ethical. The challenge is recognising influence in action without falling into conspiracy or mystique.


Cunning and persuasion across history

Ancient tactics, persistent principles

The logic behind PSYOPs is ancient. Sun Tzu’s Art of War advises generals to undermine enemy morale rather than fight directly. Wars are often decided by perception and cohesion, not firepower. Manipulation isn’t new, nor is it automatically malevolent—but it is almost always morally ambivalent.

From propaganda to institutionalised operations

Modern PSYOPs formalised during World War I, when armies set up sections devoted to influencing enemy morale, notably via leaflets and press releases. These efforts were effective, but they highlight a tension: influence can be systematic, but it is never neutral.

World War II raised the game. The Allied Psychological Warfare Division coordinated campaigns to confuse and demoralise enemy populations. These campaigns showed the power of PSYOPs, but also begged questions: who decides the message, and whose interests does it serve? Effectiveness does not equal virtue.

Cold War sophistication and moral ambiguity

During the Cold War, psychological influence became institutionalised through bodies like the Psychological Strategy Board and research projects such as Project Troy. Academia and the military fused to maximise reach. Influence was treated as a technical problem to optimise, not a moral one. The more “scientific” the approach, the further it drifted from democratic accountability.

By the mid-20th century, the US and its allies were codifying PSYOPs into doctrine. A closer look reveals that PSYOPs are not ad hoc leaflets—they are orchestrated operations grounded in intelligence, sociology, and media strategy.

Here’s the catch: doctrine treats influence as a technical tool, not a moral one. The key manual, JP 3-13, embeds PSYOPs within information operations, alongside cyber, electronic warfare, and deception. You can’t just download JP 3-13—it’s locked behind a military login—so most people cite the older, public FM 3-13 instead. Outdated or not, it explains the core mechanics.

The tension persists: operations are optimised for effect, not ethics. Manuals supply the tools; policymakers and commanders decide how to wield them.


What makes influence tick

At the core of PSYOPs are principles long documented by behavioural science. Influence exploits cognitive biases: confirmation bias, authority effects, the bandwagon effect. Robert Cialdini’s research on persuasion shows how small nudges, repeated often and reinforced socially, shift attitudes subtly but reliably.

Emotional salience is key. Our brains prioritise fear, pride, and group identity, as Daniel Kahneman argued in Thinking, Fast and Slow. PSYOPs exploit these patterns: repetition builds trust, framing dictates whether information feels threatening or reassuring.

World War II gave the first big demonstrations. The Allies used black propaganda, forged newspapers, and fake radio to erode morale in occupied Europe. Britain’s Political Warfare Executive mixed deception with selective truths to confuse German troops and civilians. Ambiguous in ethics, effective in practice.

Vietnam was similar. The US ran the Chieu Hoi program, persuading Viet Cong fighters to defect through leaflets, loudspeakers, and promises of reintegration. Not flawless, not pure, but a clear demonstration of targeting vulnerabilities.

In the 21st century the battlefield moved online. Russian disinformation in Ukraine and during the 2016 US elections show how PSYOPs exploit social media: tailored messages, amplified biases, network effects. The mechanics echo wartime propaganda—the medium is new.


Beyond the battlefield

Digital-age PSYOPs no longer need armies. They operate through social platforms, advertising networks, and viral media.

Russian interference in the 2016 US election

Perhaps the most famous case: Russia’s Internet Research Agency running troll farms, fake accounts, divisive memes, and even organising rallies. A Senate Intelligence Committee report showed the goal was to undermine confidence in the vote and boost Donald Trump. And they tried again in 2020.

Cambridge Analytica

Then came the Cambridge Analytica scandal. Millions of Facebook profiles were harvested without consent to build psychological voter profiles. Targeted political ads followed. The firm worked with the Trump campaign, raising sharp questions about privacy and ethics in digital politics.

COVID-19 misinformation

The pandemic unleashed misinformation campaigns: falsehoods about the virus, vaccines, and public health. These weren’t harmless rumours—they directly undermined health responses and showed how fragile digital ecosystems are.


Ethical considerations

Digital PSYOPs are not just clever tricks—they cut at the heart of legitimacy and trust.

Cambridge Analytica was the canary in the coal mine. No consent, no transparency—just raw data siphoned, profiled, and weaponised. People became unwitting pawns, not participants.

Transparency and accountability

Most PSYOPs thrive in the dark. Targets rarely know they are being nudged, primed, or misled. That secrecy does not just cloud judgement—it poisons the idea of free choice.

Impact on democracy

Democracy assumes open debate and visible persuasion. Covert manipulation bypasses both. The 2016 US election was not just a political contest; it was a live experiment in undermining legitimacy through hidden influence.

Normalisation of manipulation

Once one actor deploys these tactics, others feel compelled to follow. The line between persuasion and manipulation blurs until influence itself becomes a weapon, not a dialogue.

Erosion of trust

Not all content is neutral. Fact-checking tools like Snopes and FactCheck.org help test claims. Being aware of confirmation bias is crucial: even harmless-seeming posts may carry persuasive hooks.

Cross-checking is stronger than trust. Peer-reviewed research, credible journalism, and independent verification anchor us against manipulation. Platforms like the European Digital Media Observatory offer insights tailored to Europe.

Network and social verification

Discussing claims with people outside your echo chamber helps. Psychological studies show that repeated exposure boosts false credibility. Cross-perspective dialogue counters this.

Technological safeguards

A few cautions:

Influence may be inevitable, but complicity is optional. Awareness, scepticism, and practical defences form the frontline of modern civic resilience.
